The official guidance from CAP NHQ is this:
At the time of the SUI if the unit commander is not able to enroll in the Command Specialty Track because he/she has not completed Level II then a Higher Headquarters Discrepancy (HHQ) is noted in the SUI Report to record that fact. This Discrepancy does not get entered into the Discrepancy Tracking System and the unit does not have to respond to it. It is assessed so that NHQ will see the issue when they review the report.

“Is attending AE Class at Region Conference credited as attending AE Education Conference?”
Para 5-1.d. of CAPR 50-17 dtd 04 June 2015 states…………..
Attendance at a region/wing aerospace education conference can also be credited for one conference attendance. Conference attended prior to entry into Level III count toward fulfillment of this requirement.”

……………... There's no such thing as an AE Conference in CAP currently.………..
The school was AT the NER conference and students from the SCHOOL taught at the Conference………………………….
……DEFINITELY qualified for the Level III requirement.
