Joe Abegg

Joe Abegg joined CAP as a cadet in Illinois Wing in 1973. By 1977 he had earned the Spaatz Award, Ranger Expert, the Blue Beret (original school), CAP pilots wings, an Air Force Academy nomination and an Air Force ROTC scholarship. By 1981 he was an Aerospace Engineer, an Air Force Pilot and a CAP Squadron Commander. His military career spanned 26 years as an officer where he served in numerous flying, command and control, and leadership assignments to include his last assignment as the Northeast Liaison Region Director of Reserve Forces. His CAP career continued when he transferred to the New Jersey Wing in 1981. There he served as Wing Director of Cadet Programs, Squadron Commander again, Chief Check Pilot, Chief of Stan/Eval, Chair of the Flight Evaluation Board, CAC Advisor, and lead pilot for the winning team at the 1986 CAP National SAR Competition. During his spare time he was on staff at 23 Cadet Encampments, 20 Region Staff Colleges and five National Cadet Special Activities. He is a graduate of the Air War College, the Inland SAR School, the CAP IG School, the CAP C4 School and the CAP PAO Academy.

His last CAP assignment was to National Headquarters where he served as the National Director for Emergency Services and led 26 national projects, chaired the National ES Committee and was a member of the National Ops Committee, the National HLS Committee, and the National Coast Guard Subcommittee.

In 1987 he transferred from the active duty Air Force to the Reserves and he accepted a position as pilot for Pan Am. After the demise of Pan Am he was hired at United Airlines. While at United he has served as a Line Check Airman and is currently a Captain flying Boeing 757s and 767s with over 19,500 flying hours.

Lieutenant Colonel Roysetta Bruner joined Lebanon (Pennsylvania) VFW Cadet Squadron 307 in 1976. She was appointed as the squadron's Public Affairs Officer and was honored that year as National Public Affairs Officer of the Year. She served as squadron commander, as commander of Group 30 and later Group 2 in Pennsylvania Wing, and as wing Director of Cadet Programs.

In October 2001 she joined Northeast Region Staff as DCS for Cadet Programs She holds a master rating in public affairs.

She has received the meritorious service award and the Paul E. Garber award The Adjutant General of Pennsylvania has awarded her the Pennsylvania Commendation Medal four times for her support of the youth programs of the Pennsylvania National Guard.

Bryan Cooper

Colonel Bryan Cooper joined CAP in 1975 as a cadet in the East Providence Squadron, Rhode Island Wing. He progressed through the cadet program to the grade of Cadet Lieutenant Colonel and was selected as the Rhode Island Cadet of the Year.

As a senior he has served in 13 wing staff positions. He was appointed Wing Commander of Rhode Island Wing in 1993. He is rated in 11 specialty tracks and has served in four positions on region staff. At the national level he served as Director of National Staff College. He is qualified in thirteen emergency services specialties and wears the ground team and observer badges. He is credited with 27 "finds."

Currently he serves as the Deputy Chief of Staff for Professional Development and the NERHQ MLO.

 

Karen Cooper

Thomas W. Dey

Major Thomas W. Dey is currently in the Civil Air Patrol, Northeast Region and is also in the United States Air Force Retired Reserve after completing 34 years of active military service, with four years of active duty with the United States Air Force, 17 years with the New Jersey Air National Guard and 13 years with the United States Air Force Reserve.

Major Dey enlisted in the United States Air Force in 1969. He attended Basic Military Training at Lackland Air Force Base, TX and technical training at Lowry Air Force Base, CO. His first assignment was as a photo processing specialist in an aerial reconnaissance photo processing and interpretation facility at Shaw Air Force Base, SC. Following this assignment, he did a tour in Vietnam and Thailand stationed first at the 12th RITS, Tan Son Nhut Air Base, Saigon, South Vietnam until the ceasefire in 1973 and then at the 14th TRS, Udorn Royal Thai Air Force Base, Udorn, Thailand. Sgt. Dey was honorably discharged in 1975.

Major Dey re-enlisted in 1978, after a two-year break in service, in the New Jersey Air National Guard, 108th TFW, McGuire Air Force Base, NJ. His first assignment was in the wing’s 141st Tactical Fighter Squadron returning as a photo processing specialist processing gun camera film from F-105 fighters and then later as a photographer and audio-visual specialist in the wing’s photo lab. Following this assignment, he returned to Lowry Air Force Base, CO in 1983 and cross-trained to disaster preparedness and served primarily as an instructor teaching chemical warfare defense techniques and procedures to all wing personnel.

Major Dey was commissioned through the Air National Guard’s Academy of Military Science at McGhee Tyson Air National Guard Base, TN in 1984. He again returned to Lowry Air Force Base, CO and attended services operations training. His first assignment was the wing’s Services Operations Officer in charge of food services and billeting operations. In 1987, he returned to disaster preparedness and was chosen as the wing’s Disaster Preparedness Officer, where he was responsible for a variety of training missions in support of the wing’s ability to survive and operate capabilities in wartime. He again returned to Lowry Air Force Base, CO several more times for additional training in disaster preparedness. He also made several deployments with the wing to Savannah, GA and one to Bodo, Norway. An interesting note is that all of his technical training in three career fields, photography, services, and disaster preparedness, spanning nearly 24 years, from 1969 to 1993, were at Lowry Air Force Base, CO, which closed in 1993.

Major Dey left the Air National Guard in March 1995 after 17 years and transitioned to the United States Air Force Reserve, Civil Air Patrol-United States Air Force, Northeast Liaison Region, New Jersey Wing and spent four years as a Reserve Assistance Supervisor in the Civil Air Patrol-Reserve Assistance Program. In this position, he served as an Air Force advisor to the NJ CAP Wing. He provided through the New Jersey Wing Liaison Office advice, liaison, oversight and assistance on aerospace education; search and rescue, disaster relief, and counterdrug training and evaluations; and cadet activities. In December 1998 he was selected as the Individual Mobilization Augmentee to the Rhode Island Wing Civil Air Patrol Liaison Office. He filled a critically vacant position and was at one point the only reservist assigned to Rhode Island. He transferred back to New Jersey in January 2000 as the New Jersey Individual Mobilization Augmentee. In April 2003 he assumed duties again as a Reserve Assistance Officer to the Northeast Liaison Region, Civil Air Patrol-United States Air Force, McGuire Air Force Base, NJ working as an inspector on CAP evaluations. In June 2006 he transferred to the Retired Reserve. Major Dey initially joined the CAP as a patron member then later became a senior member in the Northeast Region.

Major Dey was born in New Brunswick, New Jersey, and grew up in Jamesburg, New Jersey. His wife, Halina, is from Jersey City, New Jersey. They have two grown children, Catherine and Steven.

Christopher Hayden

Col Hayden’s career with the Civil Air Patrol began in December 1997 just a year after moving from California to establish GAVELNET TELEVISION which was based in New York City.

Hayden joined the 58th Composite Squadron (ME058) in Portland, Maine with 1,000 flying hours, an instrument rating and commercial pilot certificate. With his media experience and recognition, he was picked to be squadron public affairs officer. Hayden soon made strong media contacts resulting in his being recognized as the local television news aviation expert. He appeared live to present CAP’s involvement in the JFK Jr search and to explain the situation when Paine Stewart’s Lear Jet lost pressurization in flight. The Maine Wing Commander invited Hayden to take the position of Wing PAO. His PAO awards in the Maine Wing Guy P Gannett Award and the Northeast Region Lt Joseph Mixter Award.

At the same time, Hayden took command of the 58th Composite Squadron in Portland Maine. During his tenure the squadron membership quickly rose from 70 to 150. During this time Hayden received two Commander’s Commendations and the Maine Wing Squadron Commander of the Year Award.

Having served as squadron commander for nearly four years, Hayden was picked by the wing commander to serve as his vice-commander and continue as wing PAO. During this time Hayden initiated the well known US Navy ship escorts along the Kennebec River. He worked with the USN security officers to devise the most efficient use of CAP aircraft in support of the Force Protection Team. To date Maine Wing has conducted well over twenty of these missions and in recognition of his work Hayden received the Meritorious Service Award.

Hayden passed the AFIADL Squadron Officer School correspondence course and has progressed in his Professional Development to Level IV.

Hayden was appointed Maine Wing Commander in April 2005. During his tenure as Wing Commander, Hayden has increased CAP’s USN ship escort role to include providing all communications between the participating agencies and the warship using both the Wing’s Command and Communications Trailer and airborne repeaters.

He reopened Maine’s relationship with Cadets Canada in New Brunswick, Prince Edward Island and Nova Scotia. Hayden has been the guest of honor at several mess dinners in New Brunswick and was the key note speaker and reviewing officer at the Cadet Instructor School graduation.

He has established a strong and personal relationship with the Maine National Guard Adjutant General and as a result the wing has received much assistance including the use of ANG facilities and now assistance with the installation of new antenna for the narrowband conversion.

He established a sister relationship with Britain’s Air Training Corps whereby 30 cadets from Britain came to Maine and 30 cadets from Maine went to Britain.

Starting in 2009 Hayden arranged for Maine Wing to take over flying all the fire patrol routes in the state for Maine Forest Service.

He has established a close liaison with all the county EMA directors, resulting in MEWG participating in numerous joint exercises including the East Coast Initiative – Waldo Responder 2007 which was coordinated by the US Navy’s Center for Asymmetric Warfare.

Hayden is a former film and television producer and broadcast executive. He was born and educated in the United Kingdom and moved to the United States in 1970 and has been a full US Citizen since 1979. He learnt to fly in the United Kingdom on both the Tiger Moth and Piper Colt and is presently getting close to 2,000 flying hours.

Frederick Herbert

Colonel Fred Herbert is a past commander of the Connecticut Wing and has also served the Maryland Naval Militia, Army of the United States, Civil Air Patrol, Maryland ANG, USAF, and the Coast Guard Auxiliary. He received commendations from the Army for contributions in the retrofit of electronic equipment during the Korean War, and from the Air Force for service in Libya, North Africa, in 1957.

He holds a Commercial Pilot certificate and has been a CAP Mission pilot continuously since 1981. He serves as an FAA Aviation Safety Counselor and Aerospace Education Counselor. Colonel Herbert retired from Eastern Connecticut State University where he served as an Administrative Dean.

Mark Jacobs, ATP, CFII, MEI, CFAI – A graduate of Drexel University with a BS in Mechanical Engineering, Mark has been a flight instructor for more than 30 years and has given over 1200 hours of flight instruction. Mark has flown most light singles and owned a Grumman Tiger and a Beech Baron. He obtained his multi - engine rating and Cheyenne III initial training at Flight Safety Academy. He is factory trained in the Cessna/Garmin G1000 system and is an AYA PFP instructor pilot. He also serves with the Massachusetts Wing Civil Air Patrol where he holds the position of Massachusetts Wing Standards and Evaluation Officer. (Chief Check Pilot).

Dr. Middlestead is a pediatric psychologist in private practice in central Pennsylvania. He received his doctorate in human development from the University of Maryland Institute of Child Study. In addition, he holds a master’s degree in vocational psychology and an MBA. He earned his undergraduate degree from Penn State where also earned his commission as an ROTC officer (Field Artillery). He holds ES ratings as a Mission Observer (NESA) and Ground Team Member (Hawk Mountain). He completed NER Staff College and earned his Garber in 2005. In addition to his other duties, he is a squadron commander and coordinator for CISM in the PA Wing.

Paul Mondoux

Lt Col Mondoux started many years ago as a Cadet in Nashua NH in the Col Benjamin Thyng Cadet Squadron. He returned to CAP in 2000 joining as a Senior member with the Amitrano Senior Squadron NER-NH-016 located in Nashua NH. He very quickly assumed the position of Deputy Commander of the Squadron and then Commander of the Squadron and retained Commander for 6 1/2 years. In 2005 the Squadron merged with the Nashua Cadet Squadron and Lt Col Mondoux remained as Commander of the composite Squadron. During the same period he held the position of professional development officer at the NH Wing and in late 2000 he was appoint Director of Safety for the NH Wing retaining and keeping this until May of 2008. He has also been the director for Squadron Leadership School, the Corporate Learning Course and the Unit Commanders course multiple times. Is a qualified Incident Commander Level I and holds ratings in almost all ES qualifications.

Lt Col Mondoux has additionally completed Level IV of the professional development curriculum and holds multiple Master Level specialties including Safety. Has recently been appointed executive Level Mentor and the primary IC for the NH Wing. Has received multiple Awards, including the National Safety Officer of the year 2002, the Regional Safety officer of the year in 2003, 2005 and Wing level twice. Lt Color Mondoux has also been the PAO, Lantern Editor and lecturer for the Northeast Region Staff College for the past 5 years.

Besides his role as Director of Safety for the Region he currently holds the positions of Director of Emergency Services for the NH Wing , IT Officer and Web Master for NH Wing Web Site.

Professionally, He holds several college degrees – in Computer Science plus multiple professional certifications in IT. Has been employed full time for 27 years as a Sr. Staff Systems Integration Analyst in Systems Engineering division for Lockheed Martin Corporation. He is the EMS Support Lieutenant for Merrimack Fire Rescue in the EMS Division serving on the Advance Life Support Ambulance service in the town in which he lives. Has many outside activities including First Responder/ CPR-FPR instructor and a Wilderness First Aid Instructor. Although he is not a Pilot he is a FAASTeam member from the Portland Office.

On a personal note Lt Col Mondoux is married to Luane going on 37 years. Luane is a Major in CAP and Former Deputy Commander of Cadets. She is now the NH Wing CISM Officer. They have 3 grown children and 5 grandchildren.

James Ridley

Capt James A. Ridley, Sr. has been a member of C.A.P. since April of 2004 when he and his son James joined the Col Francis S. Gabreski Squadron, in Patchogue, NY. Since that moment he has served as the squadron's Deputy Commandet of Cadets, Cadet Programs Officer and PAO under the command of Maj Louis Fenech, Jr. In December of 2004 he agreed to take on additional duty and become the Long Island Group's PAO and CPO as well and is currently serving since the Fall of 2007 as the NER PAO.

To date he has received the Meritorious Service, Unit Citation, Membership, Leadership, Red Service and Find, Senior Recruiter, Encampment ribbons and the Yeager Aerospace Education and Groening Awards. In addition he has earned the Master Rating in cadet programs and is E/S qualified (GTL & MS). He has attended the SLS, CLC and TLC Seminar and has taught at an SLS, CLC and directed a TLC Seminar, CLC, UCC and PAO Workshop. Jim was awarded the 2006 NYW Cadet Programs Officer and the 2005 NYW PAO of the Year Awards as well as the 2005 & 2006 Col Francis S. Gabreski Senior Member of the Year Award.

Captain Ridley is a product of the United States Army's R.O.T.C. program at both Hofstra University and Brooklyn Polytech and was a platoon leader in the 1980's in the U.S.A.R.'s 423rd MP Company, 77th A.R.C.O.M.

Captain Ridley earned a B.S. in Computer Science from SUNY College at Old Westbury and an M.S. in Technological Systems Management from SUNY at Stony Brook. Besides C.A.P, Jim volunteers his time to the South Shore Youth football program as coach, football commissioner and board of director and is president/vice-chairman of his military fraternal alumni organization, the Pershing Rifles, Co. Q-8. He is a Systems Engineer by trade and resides in Holtsville with his wife and two children.

Col Craig Treadwell joined Civil Air Patrol (CAP) in 1989 to get some flying time. He soon became involved with the Cadets at the local squadron and has been heavily involved with Cadet Programs ever since.

Col Treadwell started as a Logistics Officer, then the Administrative Officer in the Cumberland County Composite Squadron in Portland, Maine. When the Squadron needed a Deputy Commander of Cadets he stepped up and volunteered to work with the youth where he has always been comfortable. Changes came about in the Squadron and Col Treadwell became the Squadron Commander.

As the Maine Wing leaders watched Col Treadwell work in the Squadron they asked him to come to Wing Headquarters to work as a Cadet Programs Development Officer. Then he became Chief of Staff to the Wing Commander and naturally moved into the Wing Commander Position when a vacancy came about.

After serving a full 4 year term as Maine Wing Commander, Col Treadwell was asked to serve as the Maine Wing Director of Cadet Programs.

Col T, as he is referred to throughout CAP, has worked in cadet programs for over 15 years. He has made many trips to Rhode Island to Region Cadet Competitions with Maine Wing cadets. He has successfully run Wing Cadet Competitions every year since 1991.

In 1990 he was asked to be Encampment Commander at Maine Wing Encampment where he has served every year since.

In 1999 The Northeast Region Commander asked him to run a National Flight Academy in MA which he did the week after finishing the Wing Encampment.

Col Treadwell obtained his Private Pilot License in 1992. He is a rated mission pilot, scanner, and Observer. He attended The Ground Search and Rescue School, AFRCC SAR Management Course, National Inland Search and Rescue School.

Col T has both attended and taught Squadron Leadership School, Corporate Learning Course and the Teaching Leaders of Cadets Course. He attended the Northeast Region Staff College, National Staff College, and National Commanders Course.

The following awards have been earned by Col Treadwell, Commander’s Commendation Award 1991, Chuck Yeager Aerospace Award 1994, NER Wing of the Year Award (MEWG/CC) 1995, NER Wing Commander of the Year Award 1995, Distinguished Service Medal 1997, Meritorious Service Award 2001, Level 1 May 1989, Certificate of Proficiency Feb 1991, Grover Loening Award May 1991, Paul E Garber Award Sept 1991, Gill Rob Wilson Award 1995.

Under the direction of Col Treadwell, Maine Wing Cadets Program has developed the following annual activities, the Military Ball, Airman Academy, NCO Academy, Officer Academy, Honor Guard Academy, Winter Survival School, and NER RCLS

Col Treadwell spends many hours working with cadet programs. Cadets and seniors who have worked with him will tell you he is dedicated to the Civil Air Patrol Cadet Program. When given the chance he will spend time talking about the great benefits of the Civil Air Patrol Cadet Program and its value to America and its future leaders.

In the fall of 2005 he was called as the Northeast Region Deputy Chief of Staff for Cadet Programs. He continues serving as the Maine Wing Encampment Commander and is working with the Maine Wing DCP on an exchange program with a squadron of Royal Air Cadets from Scotland to attend an Encampment in Scotland. The Scottish cadets and escorts were guests at the 2005 Maine Wing Encampment.

He is married to Lt Col Sheryl Treadwell. The have 8 children and 7 grandchildren. When he is not busy with CAP Col T spends his time working as an accountant, mortgage specialist, and computer instructor.

Ronald Volungus

Ron Volungus joined CAP in October of 1991 as a member of Schenectady Composite Squadron (NY-073), New York Wing. There, he was active and quickly qualified as a Cadet Orientation Pilot and Mission Pilot. While attached to the Squadron, he served in many positions, such as Squadron Emergency Services Officer, Squadron Operations Officer and Group Aerospace Officer. In 1995, he transferred to Group Staff, there serving, as Group Safety Officer, Group Deputy Commander and Group Commander. In November of 2000, he was promoted to Lt Col. As a collateral duty, he served on Wing Staff as the Liaison between CAP and the Coast Guard Auxiliary. In March of 2006, he transferred to Region Staff as the Liaison between CAP and the Coast Guard Auxiliary.

He is active in Emergency Services. Qualified as an Incident Commander-Level two, Command Pilot, Mission Pilot, Mission Check Pilot Examiner and CD pilot. Participated in: The Missouri Floods (1993), Northern New York Ice Storm (1998), The Kennedy Search (1999), and the World Trade Center Disaster (2001). Serving since 2001 as a Flight Instructor at the Mission Aircrew School of the National Emergency Services Academy.

Also active as a FAA Safety Councilor, and EAA Young Eagles Pilot, and the local Citizen Corps Council.

Lieutenant Colonel Eldon Vosseller is a flight instructor in airplanes and gliders, and serves as a check pilot in New Jersey. He has instructed at National Flight Academies in both powered aircraft and gliders.

Van Don Williams

Chaplain Van Don Williams joined CAP in 1984 as a Finance Officer for the Academy Aeronautics Cadet Squadron of New York Wing. In 1998, he was appointed as Moral Leadership Officer for Academy squadron and did additional duty as MLO for August Martin Cadet Squadron. In 1999, Van Don became a CAP Chaplain and assumed the duties of Group Chaplain for New York City Group.

In Oct, 2001, he was assigned to the New York Wing staff as Wing Chaplain where he recruited and trained 10 chaplains and 20 Moral Leadership Officers since 2001. In 2002, Chaplain Williams became the first CAP Chaplain to graduate from a USAF sponsored Ethical Leadership course. In addition, Chaplain Williams also provided CISM training for NY Wing members in preparation for a Wing CISM team.

Chaplain Williams has completed Level V in the senior member training program and has earned numerous CAP awards, which include:

First CAP National Video, “Everyday Heroes”, Life Saving Award with Silver Star, Wilson Award, Garber Award, Loening Award, as well as Encampment and Recruiting ribbons.

Currently he serves as the Northeast Region Chaplain as well as Director of the NER Critical Incident Stress Management Program.
